As within the BREAD vision it is believed that a solely technological view will not be sufficient to introduce the BB4All in EU in an efficient and effective way, the WP3 will focus on the socio-economic and policy studies with respect to the BB4All concept. The studies performed within this WP will focus on the co-evolutionary aspects of the technology versus socio-economic factors. Input will be collected from contacts with COCOMBINE and integrated in the work carried out within BREAD. Comparative analyses of broadband developments in European countries and in East Asia and North America will be carried out. The impact of policy tools and regional "success stories" of broadband roll-out are also envisaged within the WP3. In interaction with WP2 a multi-disciplinary multi-technological high level BREAD vision will be generated.
