Voice over Internet Protocol and the Changing Face of Communications

Some estimates predict that Voice over Internet Protocol (VoIP) revenues will reach US$260 billion by 2009, and account for almost 12 percent of the overall telephony market. Local and federal governments are not expected to be involved significantly in the transition to VoIP, but will almost certainly have to get involved with the extremely vexing challenges of regulating a system based on technologies light years beyond the traditional telephone services.
